Utility lighting doesn't have to be bland, but it should be bright. Something to consider when lighting your utility room is how much time you'll spend in there, and how hard you'll be working while in there. You'll want good, low-maintenance lighting. That certainly doesn't have to be expensive, but it should be enough light to keep you going, not make you feel drained or grim. Americans like to celebrate their utility rooms (called laundry rooms) with a cheerful ceiling light or wall light over a window. It's pretty charming, got to admit.
